Seeking Proposals - relating to the Farmland Protection Program (FPP). The solicitation appeared in the Federal Register (68 FR 16253, April 2, 2003). Research Proposals - on technologies and tools for dealing with the deliberate contamination of local water plants with chemical or biological poisons. Emergency personnel need
hand-held devices that can detect the presence of chem-bio agents in drinking water, said an EPA pre-solicitation notice issued March 27. Water plant operators need computer-based systems that automatically sound an alarm if
contaminates turn up. City and state officials need ways to treat, neutralize and decontaminate water and water-plant equipment befouled by toxins. To protect rivers, lakes and underground water sources from tainted runoff, public health
authorities need "safe, effective, cost-effective and environmentally friendly treatment and disposal methods for contaminated waste material," the announcement said.
