North Central Region Sustainable Agriculture Research & Education (NCR-SARE) Call for Graduate Student Proposals - Graduate students in the North Central Region can write proposals for up to $10,000 to fund sustainable agriculture projects that will be part of their graduate programs. NSF Microbial Genome Sequencing Program FY 2005.

The sequences are expected to be available to and used by a community of investigators to address issues of scientific and societal importance including (i) novel aspects of microbial biochemistry, physiology, metabolism, development and cellular biology, (ii) the diversity and the roles microorganisms play in complex ecosystems and in global geochemical cycles, (iii) the impact that microorganisms have on the productivity and sustainability of agriculture and natural resources (e.g., forestry, soil and water), and on the safety and quality of the nation's food supply, and (iv) the organization and evolution of microbial genomes, and the mechanisms of transmission, exchange and reshuffling of genetic information.

N.S.F., D.O.E., and U.S.D.A. The sponsors invite proposals for funding to support large-scale sequencing of the maize genome under the National Plant Genome Initiative. Previous funding has supported development of maize genome sequence resources, including physical and genetic maps, Expressed Sequence Tags, sequences derived from gene-enriched genomic libraries, Bacterial Artificial Chromosome sequences, and a community genome database. Proposals should build on these resources to develop a comprehensive sequence resource for the maize genome that will capture the majority of the sequence information in a timely and cost-effective manner. USDA The FY 2006 RFA for the Small Business Innovation Research (SBIR) program is now posted on the website at http://www.csrees.usda.gov/funding/rfas/sbir_rfa.html.  The closing date for submitting Phase I grant applications is September 1, 2005.  One of the biggest differences this year is that the agricultural part of Rural and Community Development has been split off as a new topic area that is called Small and Mid-Size Farms.  This topic area will be focused on developing new technologies to promote the sustainability and profitability of small and mid-size farms and ranches.  Grant proposals have to be submitted by for-profit small business firms but university personnel can participate as consultants or subcontractors.  If you know anyone who might have an interest in the SBIR program please let them know about this opportunity.  The USDA expects a budget next year of close to $20 million and we will fund about 90 projects in all areas of agricultural research.  Questions about the program can be submitted to me or to one of the other SBIR NPLs, Peter Burfening, Bill Goldner, Richard Hegg or Suresh Sureshwaran. USDA announces the new, 2006 request for applications for the Higher Education Challenge (HEC) Grants program.  

Proposal submission guidelines are located at:

Please note the following three, major changes to the HEC program for the 2006 competition:

  • A new Need Area: Student Recruitment and Retention, joins the other four Need Areas;

  • Joint projects (applicant plus two or more partners) may now request up to $500,000 for a three-year project; and

  • All applications must follow one of the following three, newly-revised Priority Areas:

Priority Area #1:  Proposals that form partnerships among several colleges and/or universities (e.g., ‘centers of excellence’) to more efficiently deliver coordinated, academic instruction, in disciplines related to the USDA Mission, that reduce instructional duplication and costs.  Projects must include regional or interstate curriculum development, faculty sharing, cross enrollments, joint degrees (e.g., DVM/MPH), or similar, closely-related academic activities culminating in inter-institutional, academic program delivery. Projects should document positive impact on large numbers of students. 

Priority Area #2:  Proposals that support identified critical and emerging national issues in disciplines related to the USDA Mission.  Projects must address at least one of the selected USDA Strategic Goals (see Part VIII, E., Definitions), AND ALSO  deliver for-credit, academic coursework that prepares graduates to specifically address one of the following critical, national issues: (1) animal or plant biosecurity; (2) new, bio-based products and technologies; (3) healthy food choices and lifestyles, and obesity; (4) human sciences that address rural youth, family and community well-being; (5) forest and rangeland health and protection including improved soil, air, and water quality; or (6) global agricultural and natural resources markets, trade, and economic development. Projects should document (e.g., benchmarking curricula to employer needs) better-qualified graduates to address a targeted issue identified above. 

Priority Area #3: Proposals that initiate new recruitment and retention strategies in disciplines related to the USDA Mission. Projects must address at least one of the following student service activities: (a) increasing enrollment of qualified students in disciplines with documented, critical workforce shortages; (b) recruiting non-traditional students and students from groups that are underrepresented in the food and agricultural sciences workforce; or (c) initiating student retention programs focusing on the academic, social, or cultural needs of freshmen, transfer, or other at-risk students. Projects should document increased graduation rates of students from underrepresented populations, or increased graduation rates of students to fill critical workforce shortages in an area identified in Priority Area #2, above (or other areas of shortage that can be documented by national data).

   
NSF Synopsis of Program: The Ecology of Infectious Diseases program solicitation supports the development of predictive models and discovery of principles for relationships between anthropogenic environmental change and transmission of infectious agents. To that end, research should focus on understanding the ecological determinants of transmission by vectors or abiotic agents, the population dynamics of reservoir species, and transmission to humans or other hosts. Proposals may focus on either terrestrial, freshwater, or marine systems and organisms. Proposals that focus on disease systems of public health concern to developing countries are strongly encouraged. Proposals are encouraged to include links to the public health research community, including epidemiologists, medical entomologists, virologists, and parasitologists. 

Award information: Under this solicitation, the maximum total award size is $2.5 million, including indirect costs, and the maximum award duration is five years. Approximately 7 new awards are anticipated in FY 2006, depending on the quality of submissions and the availability of funds; the expected funding will be $8.0 million. That amount includes approximately $6.5M from NSF and approximately $1.5M from NIH for new awards in FY 2006. 

Upon conclusion of the review process, meritorious proposals may be recommended for funding by either NSF or NIH, at the option of the agencies, not the proposing organizations. Subsequent grant administration procedures will be in accordance with the individual policies of the awarding agency.

USDA The purpose of the USDA Biotechnology Risk Assessment Grants (BRAG) Program is to assist Federal regulatory agencies in making science-based decisions about the effects of introducing genetically modified organisms into the environment. Investigations of effects on both managed and natural environments are relevant. Applications to the USDA BRAG Program must seek partial funding for a conference or address one of the following areas: 1) Identify and develop practices to minimize risks associated with genetically engineered organisms; 2) Research methods to monitor the dispersal of genetically engineered organisms; 3) Research to increase knowledge about the characteristics, rates, and methods of gene transfer that may occur between genetically engineered organisms, and related organisms; 4) Perform assessments to provide analysis which compares impacts of organisms modified through genetic engineering to other types of production systems; 5) Other areas of research designed to further the purposes of the USDA BRAG program. USDA Integrated Research, Education, and Extension Competitive Grants Program: Integrated Pest Management Methyl Bromide Transitions Program

The goal of the Methyl Bromide Transitions (MBT) program is to support the discovery and implementation of practical IPM alternatives for managing (a) soil borne pathogens and weeds; (b) post harvest pests; or (c) storage and packing material sanitation affected by the phase-out of methyl bromide. Projects supported by the MBT competitive funding program will focus on short- to intermediate-term approaches that lead to sustainable production technologies and systems.

EPA EPA's Office of Prevention, Pesticides and Toxic Substances OPPTS) announces the availability of up to $615,000 to address critical pest management needs of U.S. minor and specialty crop growers. The Agency anticipates funding up to five projects. The
project period of performance is 3 years, with the possibility of extension. Proposed projects should address minor and specialty crop producers' critical pest management needs and demonstrate the importance and relevancy of the project to implementation of the Food Quality Protection Act FQPA). This request for proposal was developed in response to recommendations made by the Committee to Advise on
Reassessment and Transition (CARAT), a joint EPA and U.S. Department of Agriculture-sponsored federal advisory committee established to advise on the implementation of the FQPA, that the Agency facilitate the transition to reduced-risk pest management approaches for minor and specialty crops.

Please see description. *The Mineral Resources Program (MRP) of the U.S. Geological Survey  (USGS) intends to offer a grant and/or cooperative agreement  opportunity, called the Mineral Resources External Research Program  (MRERP), in fiscal year 2007.

Applications will be accepted from any individual who has the ability to conduct research consistent with MRP goals and who is 
not employed by a Federal agency.  Applicants can be affiliated  (but are not required to be affiliated) with universities, State 
agencies, Tribal governments or organizations, industry, or other private sector groups.

The total amount of funding available for the MRERP is expected to be at least $1,000,000.  The MRP anticipates making awards in Fiscal Year 2007 for 10 to 20 proposals submitted under this program announcement, however, individual proposals are not restricted to a set level of funding.  Proposals that provide for mentoring of young scientists are encouraged.

All proposals must be research-based and address one or more of the goals of the MRP in order to be considered. MRP goals are defined in the program announcement and listed below.  Priority will be given to proposals addressing research topics that have been identified as most important to achieving MRERP's five-year plan goals.  These topics will be posted on the Mineral Resources Program website ( http://minerals.usgs.gov) by December 15, 2006.
