During several meetings of the Fisher/Shisler Committee, the need for cost recovery in the operation of the Fisher Auditorium Building (including the auditorium itself, kitchen, exhibit areas and conference room, but excluding the Library, video classroom, Comm-Tech space and Enlow conference room) was given a high priority.

Funds generated for recovering the cost of the operation, including, but not limited to, employee compensation and benefits, operating supplies and equipment, maintenance expenses, replacement reserve and energy costs, should come, to the extent possible, from external sources in the form of charges for use, without interfering with the function of the facility in supporting the mission of the OSU Wooster campus. All funds recovered from charges for the use of the Fisher building should be used to offset the cost of operation. If such fees or charges for use exceed the cost of operation, the fee structure should be reviewed and any excess funds should be used to support any programmatic use of the facility.

In order to maximize cost recovery, the following policy guidelines were established:

  • It was agreed that Fisher has four (4) categories of potential clients:
  • 1. Groups that should not be allowed to use the space. (e.g., any group that would be detrimental to the image of, or counter to the mission of, the OSU Wooster campus)
    2. Groups that are outside the mission of the OSU Wooster campus.
    3. Groups that are consistent with the mission of the OSU Wooster campus, but are governed by non-OSU Wooster campus personnel.
    4. Groups that are central to the mission of the OSU Wooster campus, and are governed primarily by OSU Wooster campus personnel.

    Pricing has been developed that addresses groups 2-4 (attached).


These policies apply to all groups:
 
  • All groups are responsible for food & beverage charges, OT labor, extra media equipment (not normally part of Fisher inventory) and technicians if required by client.
  • If any group charges a registration or admission fee, they should pay for space, either as a possible percentage of gate, or a flat fee (see Fee-Based rates for internal groups).

Groups that are Outside the Mission of the OSU Wooster campus (2):

  • These are groups that will generally pay the maximum rate that the market will bear for space and services. Cost recovery for the operation of Fisher will come primarily from charges to these groups.
     
  • Any group meeting within normal hours (M-F, 7:30 AM to 4 PM) will be charged one rate. After hours use, including evenings, weekends and holidays will be charged a different (higher) rate.
     

Groups that are Consistent with the Mission of the OSU Wooster campus (3):

  • These are groups that support or enhance the Mission of the OSU Wooster campus and include community organizations, non-profit groups and agricultural organizations.
     
  • Any group meeting within normal hours (M-F, 7:30 AM to 4 PM) will be charged one rate. After hours use, including evenings, weekends and holidays will be charged a different (higher) rate.
  • Additional charges for furniture and A/V equipment may apply to certain groups.

    A determination must be made regarding external clients and to avoid confusion with internal hosts.

    Groups requesting free or deeply discounted space and purporting to be allied with the  mission of the OSU Wooster campus should provide qualifying documentation, such as:
         Who from OSU Wooster campus is promoting the event?
         High proportion of OSU to non-OSU attendees.
         What is the relevancy to the OSU Wooster campus mission?
         How does it benefit the OSU Wooster campus?

    If the documentation fails to justify the discount, then the full rate should be charged.


Groups that are Central to the Mission of the OSU Wooster campus (Internal Groups) (4):

  • These are groups that are internally arranged by a university department and paid by 100W or university check. Examples would include academic departments, service units or recognized university organizations.
     
  • Where no charge is made for the space, a possible set-up or clean-up fee may apply. This would be especially applicable to gatherings of clubs, holiday or birthday parties. Option for the group to do their own set-up and clean-up may be offered, based on timing of next event, size of group or complexity of set-up.
  • Events that precede or go beyond normal business hours (M-F 7:30AM to 4PM) will have a charge applied to cover overtime labor.
